Earth presence detection circuit design

Hi,

I need to make earth fault detection circuit. Please give some Idea to do that. While measuring voltage between my circuit ground and live I am getting 200 V. Why I am getting this voltage? Can any one explain me?

what are you expecting to get?
Normal circuit ground will be at 0V and live will be a higher voltage, usually a power feed from somewhere so seeing a voltage would indicate it is working.
