Eagle -any construction lines?

Hello,

In Eagle, when I want to draw out a PCB package footprint I want “construction lines “ to help me in this exercise.

How can I get such construction lines in Eagle?

Also, how can i lock the pads in place when i make out a package? -the "lock" icon is not there when i make a package

If I understand the question, you can display the grid and select the right size to help. It is also possible to use a specific ulp script to go faster for some footprints.
