Can anybody let me know "why Sequential circuits will have poor controllability and poor observability" ??

Because their output depends not only on present inputs but on previous inputs also. So you can control their output by a particular sequence of inputs only. While in combinational, you can directly control output.
 
Sequential circuits in the sence 'Scan flops'
Why Scan Flip-Flops will have poor controllability and poor observability??
