doubt on charging tax.

hello dudes, this is kumaresh from chennai, i like to open a online store for embedded projects,i have some doubts regarding the collection of tax from the sale of projects, what is the amount to be charged for micro controller projects is it 4% or 12%. and what about tax rate for the components likes micro controllers, RF modules etc. is it necessary to charge the tax for projects, as this projects are used for educational purpose.

what is the procedure to get TIN/VAT number, and how much it cost?
