Does PFC at >75W mean input or output power?

Page 9 of the following states that PFC is not applicable for power supplies with “rated power less than 75W”…though does that refer to input or output power?

Other power specifications in the standard IEC 61000-3-2 are referring to "active input power", I expect the same meaning for the 75 W limit.
 

haha ... input power, as it refers to the mains power in ....
