MPLAB is an IDE from Microchip, almost all compilers integrate with MPLAB.
for PIC18 microchips own PIC18 compiler is very good. you can start with a free student edition with some limitations.
for 12 and 16 the compiler from HiTech(now a part of Microchip) is good
you can start with a free version called PIClite
