Do I need to write a driver to disable the USB port?

Do I need to write a driver to disable the USB port?

I've tried to disable the specific usb port on enhanced USB 2.0 hub(FDO) with DeviceIoControll fuction

But It seems, doen't support the flag IOCTL_USB_HCD_DISABLE_PORT with DeviceIoControll

Maybe If I want to change the behaviour , Should I write a driver?
