Do I need level shifter for both high_to_low and low_to_high

Do I need level shifter for both high_to_low and low_to_high direction ?

Yes , you need a level shifter , for both high to low & low to high

but you can use , SRL , ROR , ROL operators in VHDL to make your life a little easier

Hi,
because you will "backpower" your circuit if input is (usually) more higher as a P/N voltage, or ~0.6V.
You can become some unwished effects as i.e. latch-up, or minimum to high power needs...
