Perhaps you want a 1-of-16 decoder? You feed it a 4 bit binary number, and it activates 1 of 16 output pins.
For example these IC numbers turn up via search: 4515, 7415, 74154, 74hc154.
To address more than 16 items, consider adding a second identical IC (with added effort building a suitable logic network).
Or consider making a 2-dimensional grid network. You might get away with using two 1-of-8 decoder IC's (Example, 74LS138). With 6 data bits total (3 per IC) you can address as many as 64 items.
Or even a 3-dimensional cube network. At that point things start getting complicated of course.
