hi,
i think there are some ckt diagrams about high speed pre-scaler, which are ussually designed to be divided the input frequency by 2/3 (2 or 3) dual mode. so you can design a divider as you like based on above ckts.

i think you can search the ckt diagam in GOOGLE,using the key words,like:
prescaler, divider 2/3, dual modulus...
