Should be superhet since you are designing for the broadcasting station, so performance is prior to power and cost

as for as the TX comply with the desired specification u can use the architecture u want

with the advances these days Direct conversion becomes very popular. if will do a discrete design then use superheterodyne if integrated use Direct
conversion
