Dimming a JT120V-1000WB lite bulb

Hello,

I am building a specialty lamp.
It will have a 1000 watt halogen bulb in it. I want to put it on a dimmer and when I turn the dimmer all the way to max I dont want the bulb to be burning at more than aproximately 100 watts.
I dont want to just put a physical limiter on the dimmer itself.
What would be the best (safest and cheapest) way to do this>

Add a resistor in series to the >1KW dimmer potentiometer. At full turn of the knob will not supply full voltage.
 

Can you specify a resistor for me>
Do I need a 1KW dimmer if I only want the bulb to output 100 watts max>
Could it be a 300W dimmer
