how to design a delta sigma modulator for fractional frequency synthesis. which topology is better
 

which topology is better?

You should cal the SNR and Frequency then use the topology .usually MASH211 or MASH2-1 are used by many firms when they design OPLL ,FNplll
 

First search some paper and then design the modulator
