Different 2 type usb cable

Hi everyone,

I used 2 type these usb cable to connect to usb hub using IC usb hub fe1.1s.
If I connect 2 type usb cable to raspberry pi then only black usb cable is working.
Bit on window it is working with both these usb cable

Every one explain for me why ?
