verification is done to make sure your design works properly. since we don't have the silicon initially we use the RTL code and simulators to do verification. in short, verification is testing the design before it gets manufactured. FPGA prototyping is also a form of verification.
Manufacturing is taking your design to the fab and getting it fabricated on silicon and do the ppackaging etc
