difference between moc 3041 and 3021

i post first time so that sorry for any mistake,please tell me difference between moc 3041 and 3021 becoz i used moc 3041 and Triac bt136 for fan voltage regulator but my Triac conduct only for pulse time provided by controller not for complete half cycle.
