In satellite communication, footprint refers to the ground region supplied by each device. The term may be applied to terristrical TV transmitters as well? Generally, footprint means a characteristic set of technical parameters. Check the context!

Yes, plausible too, a more trivial case of a characteristic set of technical parameters. That's why I said, check the context.
