Diesel Engine Governor using PID

Hi all,
I am developing a Diesel Engine speed governor using PIC which senses the rpm from a Magnetic Pickup from flywheel teeth. The output of the PID is controlling a actuator

The output couldn't stabilise even P gain is adjusted.

I have few doubts to clarify.
1. How to determine the suitable frequency. (tried 125 Hz, 250 Hz, 1250 Hz, 2500 Hz)
2. When checked with oscilloscope at mosfet output, there is a sine wave noise can be seen. Will this can cause instability? I believe this is caused by actuator. A suitable schematic / suggestion will be helpful.
