Developing interface for a home made plc

hi.... I am developing a software for a home made PLC(developed using Arduino mega) using C# language. I am already familiar with microcontroller programming & high level languages ( C# , Java) .
the user can develop ladder logic diagrams using this interface. then the software will convert this ladder diagram into set of commands and send to the arduino controller through usb port. then the arduino will control the. connected system according to the given ladder logic. but still I couldn't find any way to convert ladder logic diagram in to a set of commands. I seArched the internet lot but couldn't find any usefull tutorial about this. can some please give me some instructions about this matter.
