how to determine the absolute max rating value for analog chip ?
is it partly from the spec for the packaging ? what about other criteria ?

Absolute max. rating partly depends on the physical limitations of the chip and partly from the internal configuration limitation. There is no general rule/guidance on this subject.

does "physical limitation of the chip" base on measurement data of the physical completed chip ??
 

Yes. e.g. the max. voltage applied to the chip should be less than the breakdown voltage tolerance of the chip.
