design to control a dc fan speed using 74hc 4046 and infrared

hey guys, can anyone help me on the design of DC fan speed control using pll and infrared..... i'm really confused how the design should take place because i'm using this IC for the 1st time...i will be very thankful if there's any kind soul 2 help and guide me on this =)

u can use vco mode on it , but what do u mean in infrared
what do u want from it
