Design of a text messaging system

I need to come up with the design of a wireless communication system which supports only text messaging. The question is very open ended . The total RF spectrum is centered around 6 GHz out of which only 100 Khz can be used for text messaging.Also the deployment of the system is across a very large area with varying population density . The design decisions such as the type of multiple access used , the cell radius and so on are all open ended.

Can somebody tell me how do i go about this and from where can i get started on this ?

Or there is one more option you can use RFM22B Transceiver.
i had tested it and it is aldo providing good range.
