Below is my design of buck converter to step down the voltage of solar input to 12v to charge a battery. My question is this configuration works for the selection of MOSFET driver TC4428 ? Is it able to switch the mosfet fast enough ? Thanks in advanced.

check the datasheet of your driver tc4428 and look for rise time,fall tilme and delay of switching and compare it with your circuit requirements ,
I think you will not have problem for tens of kilohertz
