That's an old one, it probably uses wooden transistors !
The closest replacement I could find is the 74LS375.

It is a functional replacement, but you gonna have to molest the pins
a little. Four pins are the same, the other twelve are mixed up in groups
of three. If you take a closer look at both pin-outs you'll see that it can
be done without getting a headache.
However, there's one small detail, the FZJ131 works at 12 volt and the
74LS375 works at 5 volt. :roll:
So it has to be a 4000 series CMOS latch and there's only one that can
do that, the CD4042B.

If T 1-2 and T 3-4 of the FZJ131 are connected in the circuit you can do
it with one CD4042B, if they're not you're gonna need two.
You'll have to connect the polarity input, pin 6, to a logical zero and the
clock, pin 5, will be the T 1-2 / T 3-4 input(s).
