Data rate Vs Supply voltage

Referring to data sheets of voltage level translators, gates, buffers etc., data rate is proportional to Vcc. I believe speed of a driver circuit is defined by the time consumed to charge or discharge the load capacitor. Hence in turn depends on the output resistance of the driver. Will the output resistance of a driver has relation with its supply voltage?
