ICSP stands for In Circuit Serial Programming, this is when you have a completed circuit board with the Pic chip installed and want to reprogram it without removing the Pic chip to a Stand Alone Programmer.
It has nothing to do directly with a Data Aquistion System other than the ICSP pins must be free or suitable for connection to the programmer and not loaded by the DA system.
