Current drawn by ref pin of ZR431 Shunt Regulator IC

It's a standard series, not a shunt regulator. No ref pin involved.
 

I think you are using the wrong datasheet (for a ZR431)
 

Correct- 'ZMR' as in post #1 is a fixed voltage series regulator. I think you are confusing it it with the 'ZR' (=TL431) device which is a shunt regulator.

Why do you consider 1uA a high current? It is a bipolar device and needs bias current to operate. 1uA seems quite small to me.
