Creating pin file text format..

Hello to Everybody..

Is there anybody out there who knows how to stream out all the text pinouts on a gds data using c/c++ programming ?
The format is like this :

LAYOUT TEXT "PIN_NAME" X-position Y-position Layer_NO TopCell_name

Please help me
