Create a digital test cart

I was wondering if someone could tell me where I could find info on building a digital test cart to test electric motors. I have an analog one now that can test with a rheostat to change voltages for single phase. I am looking to measure amps and watts while being able to vary the volts.
Any help would be greatly appreciated.
