can any one help us about converting Thermometer code to binary one by formula or circuit implementation ?

try using ROM encoder or use encoder made up of logic gates (solving kmap)
 

Depending on your field width and speed requirement,
you may find "priority encoders" that can be daisy-
chained to get decently wide fields.
