Is it possible to perform conversion of a left hand vehicle to right hand vehicle and vice-versa using humanoid and Artificial Intelligence technologies?

I'm sorry but your questions are getting sillier and stranger each time.
In this case it is not about humanoid and AI technologies but about the mechanical changes needed to move the dash, the steering wheel and attachments to the steering wheels and probably other changes to the arrangement of items in the motor.
Why bother - as far as I know most countries will allow you to drive a car on the 'other side of the road' as long as gthey are suitably marked to identify the additional dangers.

it is easier, quicker and less expensive to get a car that has
the drive on the correct side for the country you're in
if you designed the entire car in some high quality mechanical design
software (Fusion 360? Solidworks? ProEngineer?)
you could probably mirror image the entire car
