Why conductors like gold does not give shock on touch?
 

Static comes from insulators, not conductors. But any conductor bridging charged insulators including gold will certainly conduct.

Gold jewelry is also a hazard around live wires.

What gave you the impression, gold blocks shocks?
It gave a lot of shocks in the stock market in the past.
