Concern: lamps with TOUCH DIMMER

touch sensor lamp

Hi all,

I'm concerned about the safety of TOUCH DIMMERS, and specifically this one (HY-80CM):

The lamp case is connected to the "touch sensor" cable (the brown one), so it can not be connected to ground. Tha lamp has not double insulation.
Any idea about the safety of this type of lamps?
What do standards state?
