Guys please advise,
I'm a beginner in electronic field.
What does components operating temperature mean?
Does it is the temperature where the components can function?
DOes it mean temperature that the component can withstand when soldering the lead or goes into the reflow oven?

Please help. I'm confuse on this.

It is the temperature where the components can function normally. Soldering tempaerature will be specified separately.
 

Right. The components operating temperature is the temparature at the active regions in the component, such as the junction, etc. That is given in the component specification as a range form, which guarantees the electrical operational specification of the component.

Some manufacturers state operating temperature as junction operating, some state as ambient operating temperature, quite different, so be careful and read datasheet carefully.

oprtaing temperature generally refers the temperature of the location where you are going to make that component active.
soldering temp is specified seperately.

Ambient operating temperature will be varied according to the package thermal resistance and cooling scheme. Ambient storage temperature might be specified for the relation to reliability.

Added after 1 minutes:

The components operating temperature is the temparature used in the circuit simulation.
