The photo on the right is an USB In Circuit Programmer (ISP) for Atmel AT89S51 or AVR devices.

I believe it is compatible with the following software:

USBasp - USB programmer for Atmel AVR controllers

The photo on the left is a development board for most likely either Atmel AT89S51 or AVR devices.

I am unable to tell what device is currently installed. Can you post the number on the chip face?

I have a feeling it's just a homemade development kit..

the chip used is At89s52 i dont know how to use this isp.

The AT89S52 is an Atmel variant of a 8051 microcontroller (MCU).

Reference AT89S52 Product Page

The above link has the datasheets and appnotes for the device.

The link I provided previously provide:

USBasp - USB programmer for Atmel AVR controllers

Should provide you with the software and documentation to use the programmer, its just a Chinese copy of the USBasp.

Depending on whether you want to program the device in Assembly or C language there are several free open source options for assemblers and compilers.

Here are a few tutorials to get you started, they will recommend an assembler or compiler to use.

The above links should get you started in the right direction.
