commands for shutting down , etc. through c

hi guys

do u know functions or watever in c to shutdown the pc, open/close CD-ROM drive, go on standby mode , etc.?
 

It would be nice what OS .. as this are different in WINDOWS or LINUX
 

windows xp home edition

and if it helps im using turbo c++
