Command confirmation IEC 870-5-104

Dear all,

I am receiving after a set-point command ( C_SC_NA_1 in IEC 870-5-104 protocol ) two confirmation messages with differents COTs (Cause of Transmission):
1- COT=7 -> Activation confirmation
2- COT=10 -> Activation termination.

And then these set points commands are not controlling the remote.

What does this COT=10 (Activation termination) means?
Why are we receveing this second confirmation messsage?
