Color Image Processing Paper Needed

I'm trying to digest a chapter in a text that cites this paper as a source. The part where it talks about what this paper addresses is pretty poorly written, so I was hoping to get the paper itself. The reference is:

That isn't helpful at all. I'm well aware of that site, the paper isn't on it. I'd think that's generally the first place people look when they need a paper.
