Collpits oscillator with a SAW resonator

I need some help about this circuit. It suppose to be the transmitter circuit of a remote control extender. I put it together and it works.I didn't understand what Q14 with the SAW resonator does.On the kit manual says that is a Collpit oscillator but i didn't find anywhere this type of Collpits configuration. Q13 act as an amplifier?
