Some CMOS families/components have input levels compliant to the TTL standard, and output levels going from GND to VCC (nearly).

Most other CMOS have an input threshold placed somewhere between GND and VDD, usually near VCC/2 but with no guarantee; outputs are still rail to rail.

So the output of any CMOS with VCC>2V can drive a TTL compatible input.
