Its DTMF decoder (receiver), decodes dual tones and . IC id is 8870 and CM is manufacturer, also there is other manufacturers of this IC with other prefix to 8870. IC decode uses digital counting techniques to detect and decode all 16 DTMF tone pairs into a 4-bit code.

Read manufacturer datasheet you will find all data what you need.
