Clock confusion - serial clock set at same or less

Clock confusion

I'm working with a Freescale DSP, external crystal, 8mHz.
I'm communicating with a 74 series chip serially.
The serial clock can be set for up to 20mHz.
Should the serial clock be set at the same or less than the main chip?
