Do you hear relay click on a clap sound ? To do this you would need to simulate a clap,
maybe cap couple a low voltage pulse into mic circuit.....

The schematic simply makes no sense at all. The 4017 is a 10-stage Johnson counter which is completely useless in this application and is wired wrongly according to the schematic anyway. I suspect it should be a different IC type altogether, where did you find the schematic?

The pin numbers suggest the IC might be a CD40174 but even then it is wired incorrectly.

The PCB should have clearly defined copper areas with gaps between the tracks. From the photograph it looks like the board is only partly etched so there will still be conductive copper between the connections. Does the LED light up when the battery is connected?

No sir the led does not glow after the battery is connected it is not giving any output after checking with a testing instrument(multimeter) it is giving beep sound from the tracks.

Be careful, I suspect you might be shorting out the battery and it could be dangerous.

The PCB should have shiny copper traces between the connections and you should be able to see the board material (the substrate) between the copper traces. From the picture it appears the copper was not fully etched away and it still joins the traces together.

Regardless of that, the IC seems to be the wrong type, a CD4017 is a digital counter and its pins do not match those on the schematic. The pins do match the CD40174 but even then it wouldn't be wired correctly. Where did you get the schematic ?
