When designing a circuit which circuit parameters (voltage/current/frequency/etc.) must I consider or used in my calculation is it the max. values? the min. values? or the typical values? Thanks..
 

one cannot generalise the selection for your question.
it depends on the particular circuit you are designing.
 

If we are practical minded we make a priority of minimizing cost, waste, size, weight, hazards. As a result our tendency is to use the least voltage we need to, and the least Amperage we need to.

Another priority is to use a common power source. For instance, if our project is portable, then it must be compatible with batteries, usually the fewer the better.
