Cellphone POWER ON RESET via ATC

Is this possible to reset a cellphone via ATC? Or is it possible to REST a cellphone similar to computers which can be retstarted via software?
 

Not normally via AT commands, you need to find where the PWR button control line is and then pulse it for 1500ms, the closest you are going to get with AT is AT+CFUN=0 or 4 or many other low power modes depending on your hardware
