I had problems with that MCU an EPIC programmer, also iwth 8620 and 6620, couple of years ago.
Than I switched to an ICD2 clone and the problem was gone.
You can try to put on 10uF and 10nF between Vcc and GND on the target board. Or disconnect all other power consuming parts with a jumper when programming.
