Can Xilinx SpartanII FPGA relize PCI-X(133MHZ)?

PCI signals are very picky. Your FPGA need to be electrically-compatible to PCI specs.

Spartan FPGA only support PCI 33. Virtex II series support PCI 133 and PCI 166.
