Is it possible to distinguish AM or FM modulated signal by looking at the waveform?

Yes - if you look on an oscilloscope, the amplitude (envelope) of the waveform will vary in AM but is constant in FM. Also, in AM, the phase of the waveform is constant (the waveform is varying at the rate of the carrier frequency). In FM, you will see the phase vary.
