Can this circuit work as a non-inverting buffer?
 

yes...... but outputs are degraded zero and degraded one.... hence can't be used as buffer practically..... see SPICE simulation.....
 

This circuit will work, but the output will be degraded.

When Vin=1, The output will be Vout = (Vcc-Vt)
When Vin=0, The output will be Vout = Vt

Due to the above concerns we will not use this as buffer.
 

s wht others said is correct. it works as an week buffer.
