can the rail to rail op amp work

I am a newby.I have a circuit of rail to rail opamp using cmos technology 0.5u.can the rail to rail op amp work using 0.35u.because its really hard to saturate it.I need some advice
 

for 0.5u technology, the VDD might be as high as
5V, while for 0.35u node, it drops to about 3.3 V,
so maybe there's some headroom issue there?
